The Las Vegas Civic Center and Carolyn G. Goodman Plaza create a new municipal campus and focal point of the developing civic and governmental district in downtown Las Vegas, Nevada. Beginning with an architectural proposal process that engaged the public in voting in 2021, the integrated, collaborative design team of BNIM, LGA Architects, and OJB Landscape Architects was selected to work with the City on this important civic campus. Designed as a catalyst for activation and growth, the Civic Center and Plaza project serves both as a centralized workplace bringing together multiple departments of the City of Las Vegas and an introduction of much-needed community gathering and outdoor space in the heart of downtown.
The Civic Center introduces two new buildings, Building A and B, encompassing 250,000 SF of public amenity and private office spaces. Bringing together multiple City departments within one cohesive municipal workplace, the new Civic Center buildings feature office workspaces for the Human Resources, Parks, Recreation and Cultural Affairs, and Information Technology departments, along with future departmental tenants. The Civic Center is also home to the 2,400 SF contemporary Las Vegas Civic Center Art Gallery, which welcomes the community and visitors to enjoy rotating art exhibitions. In addition, the City will work with artists to showcase a number of art installations throughout the Plaza. The Plaza is envisioned to draw numerous different cultural events to downtown, welcoming Las Vegas residents to enjoy performances, food trucks, festivals, and greenspace within the urban environment.
Process
The City envisioned the Civic Center and Plaza project to serve as a gateway, integrating openings and pathways within the plaza and buildings to establish a sense of porosity and connectivity to the surrounding urban environment. The project transforms what was once an area occupied primarily by surface parking into a vibrant outdoor plaza within the Las Vegas urban environment. Our collaborative team of BNIM, LGA, and OJB intentionally approached the design of the buildings and plaza site to be collectively shaped together. A series of terraces create a cascade of the landscape up the side of the buildings, connecting the built and natural environments. The rooftop terrace provides space for City events and engagement, highlighting views of the Las Vegas Valley.
Reflecting the authenticity of the Las Vegas community, the landscape palette draws inspiration and connections to the surrounding nature of the Mojave desert and is responsive to the local climatic conditions.
